Joe Corley ICE Detention Facility
The Joe Corley Detention Facility or as it is sometimes called “Conroe Detention Center”, is managed by the GEO Group, Inc. Located in Conroe TX, at 500 Hilbig Road, the Conroe Detention center acts as a detention facility for foreign nationals facing removal or deportation. It is run by the GEO Group, Inc., which is a company based in Florida that runs 40 facilities in the United States and several others around the world. More than 900 inmates are held in the Conroe Detention Center, and it has 1,517 beds.
The History OF Joe Corley Detention Facility
The GEO Group Inc. begun operating the facility in 2008 but the original proposal for its operation and management was issued four years before that. It cost more than $40 million to build the one-story and 167,000-square-foot facility. But in August 2008 when the facility begun operating, there were reports that it did not have a sufficient number of County Prisoners to satisfy IRS requirements for County Prisoner Occupancy. For this reason, it could not maintain the tax exempt status of the bonds issued for its construction.
In early 2013, County officials indicated that the prison had to have at least 30 percent occupancy by August that year or it would lose its favorable tax status. County Commissioners decided to sell the facility that year to the GEO Group Inc. for $65 million in cash. GEO currently pays an annual administrative fee of $500,000 to handle the paper work between it, U.S. Marshals Service and immigration, and Customs Enforcement. These two federal agencies use the medium security jail. In recent years, plans to expand the sprawling detention facility have been met with protests by Conroe residents.
